Job Summary
Within the Solar Services team, the Solar Project Development Manager is primarily responsible for the daily management, supervision, coordination and successful completion of the concept design, proposal, advanced design, preparation of lump sum (or GMP) agreements (together the “Preconstruction Phase”) of the solar projects to meet the cost objectives with respect to contracting, scheduling, estimating, procuring and constructing. As a design-build type delivery, the Solar Project Development Manager shall coordinate with the Operations Manager, Project Manager, Cost Planning Manager, Solar Designer and external Consultants (electrical and solar engineers) to create and deliver winning strategies to secure profitable, risk adverse work. Once the project has been properly secured, the Solar Project Development Manager shall oversee coordination efforts with the project team to transition from the Preconstruction Phase to the “Delivery Phase”. The Delivery Phase responsibilities for the Solar Project Development Manager shall include the proper embedment of procedures relating to contract, design, procurement and construction, within the project team.
Essential Job Functions, Duties and Responsibilities
The following statements are intendedto describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all duties, responsibilities and skills required of personnel so classified.
- Prepare detailed estimates (conceptual, schematic, advanced design, construction).
- Coordinate the bid team (designers, project managers, bidders, equipment suppliers, external consultants). Assemble the estimate including direct costs, indirect costs, general conditions, special conditions, insurance and bonds.
- Prepare and analyze cost models during the Preconstruction and Delivery Phases.
- Assure that our estimates, including general conditions, are accurate, complete and reflect the actual requirements of the project. This includes assuring that there are an adequate number of qualified and financially sound subcontractor proposals received and evaluated.
- Review RFPs, RFQs or create unsolicited proposals for clients, recognize and direct deliverables, plan and lead the preconstruction strategy on the approach to the project or estimate.
- Assure that potential risk factors have been evaluated and reviewed with senior management (i.e. Peer Review, if required, contract bond authorization, contract review, insurance review, etc.).
- Prepare bid packages, obtain bids from subcontractors and material vendors, and analyze bids from subcontractors and material vendors.
- Prepare technical proposal to clarify proposal solution and fortify system descriptions in conjunction with the RFP documents.
- Coordinate the assembly of the preconstruction material for presentation purposes to the Owner.
- Coordinate, manage and supervise the work of subordinate preconstruction members and support staff.
- Coordinate and assure that a preliminary construction schedule has been developed for each estimate.
- Provide monthly cost analysis for all active preconstruction assignments and manage to preconstruction department budgets.
- Organize and lead the transition meeting between the project operations team and the preconstruction team and coordinate the follow-up meetings.
- Visit on-going projects to verify status of estimate versus project status, meet with the project operations team, view work in place for experience and comparison to the estimate.
- Keep current on changes and trends in methods of construction and materials, construction costs, wage rates, fringes and working rules.
- Identify and qualify new material suppliers and subcontractors and place into subcontractor database.
- Initiate and maintain liaison with client and A/E contacts to facilitate successful preconstruction process. This includes attending client-initiated meetings and ceremonial events. Maintain industry relations.
- Identify new work opportunities and inform Sales and Marketing of potential projects with current clients.
General Background and Minimum Requirements
- 5 to 10 years of construction industry experience, preconstruction experience preferred, experience working on commercial or utility grade solar power generation projects preferred.
- Will need strong conceptual estimating skills and solid experience managing cost models to affect design.
- Will need to possess strong technical and critical writing skills, along with strong project risk recognition.
- Demonstrated competency in the areas: estimating, scheduling, budgeting/cost control, financial reporting, and managing client relationships.
- Will need to be highly self-motivated and driven, extremely well organized, and a strong communicator (both verbal and written).
- Proficiency in estimating, scheduling software, along with Microsoft Office applications (Excel, Word, and Outlook).
- 4 year Bachelor Degree in Business Management, Construction Management, Civil Engineering, or related major preferred.
