Government Affairs Manager

North Carolina Sustainable Energy Association (NCSEA) is seeking a Government Affairs Manager to join our expanding Policy Team. Reporting to the General Counsel and Director of Policy, the Government Affairs Manager will support NCSEA in its legislative and executive branch work by developing government affairs strategies, managing government affairs engagement, developing and executing campaigns to achieve NCSEA's government affairs goals, and engaging with NCSEA's members and stakeholders. This role will interface with elected officials, their staff, NCSEA members, and allied organizations.

Responsibilities include:

Policy

  • Participate in the development of NCSEA's policy goals
  • Lead the development of NCSEA's legislative agenda consistent with policy goals
  • Assist with legislative research and analysis
  • Participate in policy and strategy meetings
  • Manage NCSEA's contract lobbyists
  • Design and coordinate implementation of government affairs strategies to advance NCSEA's legislative agenda over the short- and long-term
  • Coordinate and support NCSEA's lobbying activities
  • Attend hearings and briefings at the NC General Assembly and other important venues
  • Track and monitor legislative activity on bills that may affect clean energy development in North Carolina

Lobbying Support

  • Manage NCSEA's contract lobbyists
  • Design and coordinate implementation of government affairs strategies to advance NCSEA's legislative agenda over the short- and long-term
  • Coordinate and support NCSEA's lobbying activities
  • Attend hearings and briefings at the NC General Assembly and other important venues
  • Track and monitor legislative activity on bills that may affect clean energy development in North Carolina

Campaigns

  • Work with NCSEA's team to execute campaign plans to achieve government affairs goals
  • Design and coordinate the implementation of educational engagements and materials for policymakers
  • Develop and execute strategies to activate constituent and stakeholder support through tactics such as action alerts and lobby days
  • Recruit, guide, and advise NCSEA's members as they engage with elected officials to discuss clean energy successes, opportunities, and barriers in North Carolina

Member and Stakeholder Engagement

  • Educate NCSEA's members and other stakeholders about NCSEA's legislative efforts
  • Receive feedback from NCSEA's members on legislative goals and integrate feedback into goals and campaigns
  • Collaborate and coordinate with NCSEA's development team to develop strategies related to membership engagement, such as assisting with content and facilitation of member-focused meetings and calls, including sector group meetings, member calls, and listservs

Communications

  • Work closely with NCSEA's Communications Team to draft and update policy-related and education materials
  • Write and edit contributions for NCSEA's newsletters
  • Assist with recording, monitoring, and reporting on policy issues raised by members
  • Ensure info on existing clean energy law, regulation and status of implementation is consistently and accurately provided and disseminated consistent with NCSEA goals and strategies


Qualifications:

  • Bachelor's Degree in political science, public policy, environmental science, or similar fields that include coursework in energy and/or policy
  • 5 years relevant legislative, policy, or government affairs experience; experience working with the executive branch, interning for a legislator, working with a lobbying firm or lobbyist, or working as a political or government intern preferred
  • Advanced Microsoft Excel and ability to collect and analyze qualitative data preferred
  • Excellent interpersonal, communication and organizational skills
  • Strong attention to detail, accuracy, and quality
  • Exceptional research and analytical skills
  • An understanding of the political, legislative, and regulatory processes, as well as state government's structure, roles, and constraints
  • Knowledge of the energy industry a plus
  • Ability to remain nonpartisan
